You can't really get around this with a "system protected" tree like "Program Files", but you will be able to break the "inherit from parent" property in some folder on your J: drive. The "read only" (RO) attribute is getting reset because the folder it is in is inheriting it's permissions from the parent folder, which is likely getting them from it's parent, all the way back up to the drive itself.
